El mapa de odio en el País Vasco
A la vez una reflexión sobre delitos de odio y violencia política en Euskadi, Catalunya e Irlanda del Norte

Los crímenes de odio son una realidad emergente cada vez más presente en el imaginario social y en el mundo jurídico. Los datos oficiales sobre esta realidad en España, sin embargo, resultan todavía escasos y se encuentran en una fase muy incipiente de recogida. En esta contribución se pretende un objetivo principal: presentar y analizar los datos de incidentes de odio en la Comunidad Autónoma Vasca (CAV: Euskadi) que han sido publicados en el primer informe oficial de este tipo por la Policía Vasca (Ertzaintza). El informe supone un novedoso instrumento cuyas claves metodológicas, potencial –y limitaciones- conviene que sean puestas de manifiesto. Los datos apuntan a un primer “mapa del odio” por colectivos afectados y tipologías delictivas dominantes en el que son los grupos étnicos los principales destinatarios de esta clase de incidentes que encuentran en los delitos de lesiones, amenazas y discurso del odio los hechos con una mayor prevalencia. A la luz del informe, en la parte final, se desarrolla un análisis y reflexión sobre la relevancia y complejidad de los incidentes “ideológicos” (violencia política) tanto en el contexto vasco, catalán como en Irlanda del Norte.

The “hate map” in the Basque Country. At the same Time a Reflection on Hate Crime and Political Violence in the Basque Country, Catalonia and Northern Ireland.

Hate crime represents an emerging field both in the social imaginary and in the juridical world. Official data collection in Spain, though, is not robust and remains at a very early stage of development. Thus, the main purpose of this contribution consists of presenting and analyzing data related to hate incidents in the Basque Autonomous Community (Euskadi: Basque Country) as they have been recently published in a first official Report of this kind produced by the Basque Police (Ertzaintza). It is worth explaining the methodological background, the potential and also the limitations of this new report. According to its findings, most targeted groups of hate incidents tend to be those of ethnic origin and bodily harm, threatens and hate speech happen to be the most usual type of aggressive behaviour against them. Under the light of the findings of this report, a last part of the contribution is devoted to analyzing and reflecting on the relevance and complexity of incidents of “ideological” nature (political violence) in the Basque Country, in Catalonia and in Northern Ireland.
